UK payroll providers face an important compliance deadline. HMRC is extending its mandatory tax adviser registration to third-party payroll services. From 18 November 2026, payroll-only businesses that deal with HMRC for clients must enter the new registration process. They have until 17 February 2027 to apply.
HMRC also updated its registration guidance on 2 October 2026. It confirms that you must have approved Anti-Money Laundering (AML) supervision before you apply for an Agent Services Account (ASA). The changes affect payroll providers and the businesses that use outsourced payroll services.
What Are the New HMRC Payroll Registration Requirements?
HMRC launched its phased tax adviser registration system on 18 May 2026. The rules cover paid advisers who deal with HMRC for clients. Payroll-only providers are next.
Affected businesses must:
- Register for an Agent Services Account if they don’t have one
- Hold approved AML supervision through HMRC or a recognised supervisory body
- Give evidence of their current AML supervision
- Meet HMRC’s registration conditions for the business and the relevant individuals
HMRC’s October guidance makes one point clear. Applying for AML supervision is not enough. You need approval in place before you submit an ASA application. HMRC can reject applications that don’t meet this rule.
Which UK Payroll Providers Are Affected?
The rules mainly hit third-party payroll businesses that handle clients’ tax affairs through HMRC. That includes payroll bureaux and outsourced payroll providers that send PAYE information or make tax payments for clients.
Not every payroll-related business must register. The rules do not apply to:
- Companies that only supply payroll software
- Employers who run payroll only for their own staff
Businesses that also offer accounting or tax services may face earlier deadlines. If you already hold an ASA, you don’t need to register again. HMRC will contact you if it needs more information.
What Are the Key Registration Deadlines?
HMRC has set this timetable:
- 18 May 2026: The first registration phase opened.
- 18 August 2026: The second registration phase began.
- 2 October 2026: HMRC updated its registration conditions guidance.
- 18 November 2026: Registration opens for payroll-only providers without an ASA.
- 17 February 2027: The final full day of their registration window.
You can keep dealing with HMRC during your registration window. You can also carry on while HMRC reviews an application you sent on time.
What Happens If Payroll Providers Don’t Register?
If you don’t register, you may lose the ability to manage clients’ tax affairs. HMRC may limit your access to its services where registration is required but missing.
Providers who keep operating without the right registration may also face sanctions, including financial penalties. HMRC says businesses will get a chance to respond or fix issues before sanctions start, and where compliance concerns escalate, it can help to have support from an HMRC tax investigation specialist.
For employers, the main worry is payroll disruption. Delays in dealing with HMRC could cause problems if you rely on an outside provider, particularly around areas like auto-enrolment pensions where deadlines are strict.
What Should UK Businesses Do Now?
Payroll providers should review their compliance position before November. Take these steps:
- Check whether your services fall within HMRC’s registration rules.
- Confirm your current ASA status.
- Make sure your AML supervision is approved and up to date.
- Gather the information you need for your application.
- Confirm which registration deadline applies to you.
If you use outsourced payroll, ask your provider if they are ready to register. Early checks help you avoid disruption you can prevent.
